- If a candidate asserts that his or her qualifications are equivalent to those required, they must submit an equivalence certificate of their foreign or domestic qualifications, issued by the competent authority of the relevant administrative department’s HEC/PMDC/PMC/PEC & QEDC, which the commission will accept as final.
